Marking its third year since the initiative began in 2024, this project aims to fundamentally transform agricultural surveying in Ibaraki—one of Japan’s most prominent agricultural regions—through advanced digital transformation.

■ Background: Addressing Civil Service Shortages and Administrative Overload

Currently, verifying crop types for government subsidy programs (such as Management Income Stabilization Measures) relies heavily on manual, on-site visual inspections of vast farmland areas. This process imposes an immense operational burden on local governments and Regional Agricultural Regeneration Councils.

With Japan facing an unavoidable decline in the working-age population and a shrinking pool of civil servants, ensuring accurate and rapid surveys with limited personnel has become a critical national challenge. Ibaraki Prefecture has identified “survey efficiency” as an urgent priority and is leading the way in adopting advanced technologies to future-proof its agricultural administration.

■ Overview of the FY2026 Demonstration Project

This project validates the effectiveness of satellite-based surveying to promote labor-saving and high-level administrative operations. Following the successful results of the past two years, Sagri’s AI analysis application, “DETABA,” has been chosen for continued implementation.
